I think one of anybody out there who played The Sims 3, also have some problems, when you downloaded and even when you install the new patch for The Sims 3.
So what makes you can’t update your Sims 3?
Have you knew that or not yet? Now I’ll tell you there are some problems make your Sims 3 can’t update.
Before you install any patches for your Sims 3, you have to do all this things:
Remove all your mods. I mean you should move your mods folder to the desktop even the Resource.cfg file.
Make sure your Inifile in the Path : "...\Program Files\Electronic Arts\The Sims 3\GameData\ Shared\NonPackaged\Ini" is the original unmodified file. If not, please restore the original unmodified file.
Make sure your Shader_Win32.precomp in the Path:"...\Program Files\Electronic Arts\The Sims 3\Game\Bin" is the mirror one. If not, please restore it. You can download my Shader_Wìn.precomp below.
Go to the path: "...\My Documents\Electronic Arts\The Sims 3\scriptCache.package". Remember this is not in Program files folder, it's in My Document folder. After you go to this path, please delete the cache files, it'll make the game reload its data.
After you did all this things, you can install the new patch. When you finished installing the latest patch, you can move all the mods folder back to the path: "..\Program Files\Electronic Arts\The Sims 3\Mods"

There is also resource.cfg file in "Bin" folder. But you do not do anything with this resource.cfg in "Bin" folder.

I did a clean install, updated my game to version 1.4... and afterwards moved all my "custom content" to the mods folder. Either way, it did not work. And my game keeps crashing when I go into "BUY MODE". If I try to direct any action with my sim, it will cancel, and the sim will not move; in the same way if I try cancelling an action, it will not let me do so. What is your suggestion to this?

My game doesn't have that file . Maybe you should uninstall the game, and reinstall it again. My game has already updated to v1.4.6 (latest version) successfully.
